Cerulean is an operational department within the governing structure of the Pale, tasked with the design, production, maintenance, and regulation of all infrastructure and fabricated materials within the Chromatican City.

Manufacturing Oversight
- Operates and oversees all manufacturing facilities, encompassing the production of constructs, machinery, components, and structural elements.

Infrastructure Construction
- Responsible for the construction, retrofitting, and controlled deconstruction of buildings, roadways and transit systems.
Organisational Hierarchy
Cerulean is directed by a single Administrator, appointed internally and confirmed by the Executive. The Administrator reports directly to the Executive.
