Luteum is an operational department within the governing structure of the Pale, managing all aspects of communication, public relations, population oversight, and cultural cohesion within the Chromatican City.

Public Communication
- Luteum administers all public communication channels, including emergency broadcasts and announcements.

Liaison
- Acts as the official conduit between the Pale and the general population, delivering announcements, directives, and clarifications of policy.
- Provides translation and interpretation of executive orders into civilian-accessible formats, and conducts public briefings when necessary.

Civic Demographics
- Tracks, analyses, and archives population statistics, including, birth and death rates, housing allocation, civic registration and migration within city zones.

Event Coordination
- Luteum curates and organises all events, including seasonal festivals and morale-oriented entertainment functions.
- These events serve both cultural and psychosocial regulation purposes, often designed to diffuse civilian anxiety and maintain perceptual normalcy in the face of current conditions.
Organisational Hierarchy
Luteum is directed by a single Administrator, appointed internally and confirmed by the Executive. The Administrator reports directly to the Executive.
